Is a remedy a drug?

Homeopathic drugs are drugs under the law. The initials "HPUS" on the label of a drug product assures that legal standards of strength, quality, purity and packaging exist for the drug product within the package. The active ingredients are official Homeopathic Drug Products and are found in the current Homœopathic Pharmacopœia of the United States. The standards which must be met in order to append HPUS to a substance or a product are established by the Homœopathic Pharmacopœia Convention of the United States.

The HPUS is declared a legal source of information on drug products (along with the USP/NF) in the Federal Food Drug and Cosmetic Act, 21 U.S.C. § 301. Section 201(g)(1) of the Act. 21 U.S.C. § 321 defines the term "drug" as "articles recognized in the official United States Pharmacopœia, official Homœopathic Pharmacopœia of the United States, or official National Formulary or any supplement to any of them.
